This research was funded in 2019 through the Power to Change Research Institute’s open
research grants programme. Power to Change has a vision of better places created through
community business. The Power to Change Research Institute supports this vision by
commissioning high-quality research that promotes rigorous analysis and stimulates
critical scrutiny and debate, aiming to shape both policy and practice.
The research is conducted independently of Power to Change. The work and any views
presented are the authors’ own.
