SAFE Regeneration; the organisation behind the #destinationbootle neighbourhood regeneration scheme is a Community Business that facilitates community engagement and participatory projects across Education, Urban Regeneration and Social Housing, Health, Social Care and Creative Industries sectors across Europe. Their regeneration proposal aims to deliver new community facilities in the form of a Creative and Digital hub (inc. business incubation units, start up support, artist studios, guest accommodation), 187 residential dwellings (inc. extra care, shared ownership and affordable rent), canal side eatery and guest accommodation. Pre development funding has been secured from Liverpool City Region Combined Authority (LCR CA), Homes England (HE) to work up the project and enabled a detailed planning application to be submitted in May 2019. The planning application was refused on the grounds of inadequate parking and over development of the site – despite the site being adjacent to the Town Centre, 250m from the Bus station, two train stations, and well connected to cycle lanes sitting next to the Liverpool~Leeds Canal. SAFE have recently raised £25,000 through a crowd funder campaign to support an appeal to the National Planning Inspectorate to be submitted mid-August, and are hopeful of an outcome this late this year, or early 2022. If we’re successful, it means our costs will be paid for us. And if that happens, then we’ll turn the pot of money we’ve raised into a fighting fund, that can be used to support other community housing groups with their plans. The project will lead to the creation of jobs and new employment opportunities (110 in total), improve community facilities, deliver canal side open space and generate environmental improvement of the area. The much-loved Lock & Quay Community Pub will be refurbished to include an eatery and small hotel and will build on its reputation as a major venue for cultural programmes, performances and events. It will bring new investment into the area (£41 million), improved access to the canal and linkages to Bootle Town Centre, bringing back into use the Carolina Basin for the benefit of local-based projects, such as the Bootle Canoe Club and the planned water-based heritage trail created in partnership with National Museums Liverpool, based in the Albert Dock. The sites green credentials are of the highest standard – heating will be provided through a geothermal ground source with solar PV throughout, powering a pool of electric cars that will be available to businesses and residence to hire. In addition to all these things - it will improve the image of Bootle, generating an estimated £3.8m income annually through the visitor economy with local businesses benefitting from visitors to the new canal side cultural destination.
